Lantos Legislation Will Ensure That in Future Disasters, People Will Not be Forced to Abandon Household Pets

Washington, DC – Congressman Tom Lantos (D-CA) and co-sponsors Christopher Shays (R-CT), Don Young (R-AK) and James Oberstar (D-MN) and Barney Frank (D-MA), today introduced legislation to ensure that in any future disaster, federal officials will not separate people from their household pets and service animals such as seeing-eye dogs, as they did in the wake of Hurricane Katrina.

 The Pets Evacuation and Transportation Standards Act (PETS Act, H.R. 3858), requires local and state emergency preparedness authorities to include in their evacuation plans how they will accommodate household pets or service animals in case of a disaster.  Local and state authorities must submit these plans in order to qualify for grants from the Federal Emergency Management Agency.

 “The devastation in Louisiana, Mississippi and Alabama brought unbelievable images into American homes every night,” Lantos said.  “The losses of life and property were simply staggering.  And on top of all that, the sight of evacuees choosing between being rescued or remaining with their pets, perhaps even having to leave behind the trained and faithful helping animals that some people with disabilities rely on every day, was just heartbreaking.  Our legislation will put an end to that.” 

 Lantos is the co-founder of the Friends of Animals Caucus; he currently co-chairs the caucus with Rep. Shays.

 “Katrina taught us the hard lesson that, as we prepare for future emergencies, it's important we include in our plans ways to protect our pet owners and their pets,” Shays said.  “The common-sense bill we are introducing today requires state and local preparedness groups to include in their protocols plans for evacuation of pet owners, pets and service animals in the event of a major disaster so that owners don’t have to make a choice between their personal safety and their pets’ safety."

 At a news conference announcing the bill, officials from the Humane Society of the United States, the American Society for the Prevention of Cruelty to Animals, the Doris Day Animal League and the Best Friends Animal Society emphasized their support for this initiative.

 Lantos is a cosponsor of a dozen bills addressing issues raised the Gulf Coast disaster. Among these bills are measures to give Medicaid to those affected by the disaster, to provide additional funds to local and educational agencies to support elementary and secondary schools for displaced students, to assist vulnerable children in foster care by providing states maintenance payments on behalf of foster children in areas affected by the hurricane, and to let natural disaster victims declare bankruptcy as needed without having to enter newly-enacted repayment programs.

As one person responding to the frustration, blaming and questionning about our Govt, Ntl. ANimal Organization leadership

in this disastrous rescue effort this is just my opinion, and not our organization's combined opinion,  after monitoring so much TV, online and other coverage:

 
0 9/26/05  Maybe all leaders of all organizations: Federal (commander of the Military and FEMA, State, Local Law Enforcement, Medical, etc. personnel, Red Corss and its volunteers, HSUS,LA ASPCA, BEST FRIENDS, AHA, AND Others in Charge of Rescue Camps need to follow how the Leaders of Congress, Senate and other Departments now evaluating how things were handled, how they can be changed and what are the best solutions of "  WHO SHOULD BE IN CHARGE?"  All Newspapers have been asking whether President Bush's request to have the Military be in Charge for the next disaster is a good idea. And C-Span /Washington Journal fielded calls from all over the US and the unanimous input from callers, some of which were involved in the recovery effort, was "NO."  Yes the military with their commander in chief do have more resources, experience, manpower and infrastructure in mass efforts, but should not take over law enforcement efforts in deciding what the local coordination should be. They should only bring in the funds, personnel and resources to support the local efforts.  This law has been in effect in the US for many years and we should not give our Federal Govt complete control of us, IT GOES AGAINST THE UNITED STATES CONSTITUTION!.  If you read some of the articles regarding  FEMA's response in this KATRINA DISASTER, (which is the Federal Govt and included the military), like two articles from doctors who volunteered to go to New Orleans and were the first responders to save dying lives at the airport and other areas, but were told by FEMA officials "in charge" that they had to stop saving lives until "FEMA approved" doctors and nurses arrived AND WERE SENT AWAY BECAUSE "THEY WERE NOT NEEDED", or when 1,000 Firemen from all over the US arrived, ready to go save lives, were kept waiting in a hotel room and then utilized to pass out FEMA pamphlets as reported in the Salt Lake Tribune Sept. 6th, and in Jefferson Parish where the local administration and Sheriff had their communication lines they had just reestablished cut by FEMA, just to cite a few examples of rescue efforts being hindered and causing loss of life because Federal top leaders took over and conducted "business as usual" that prevented local and volunteer professionals from doing the jobs they do best: SAVING LIVES IN TIMES OF DISASTER. 9/11 First responders had no leaders stopping them  from saving lives, they just did what they naturally do because there was no time.   When nurses, doctors, off duty police and EMT's arrive at scenes of accidents, they just jump in and save lives with their expertise, and no one stops them or takes over the scene until the local emergency rescue personnel arrive and  works with them, and we all thank them and call them heroes. So why in a mass disaster, do we allow any leaders of any organization, to stop these heroic and necessary efforts?  When qualified animal rescue volunteers drove, flew and got to the urgent scene of flooding victims needing immediate rescue, medical care and evacuation to safer areas, why did Leaders of FEderal, STate, and Local government including the STate VET, and Large organizations that were put in charge of the rescue camps continue "business as usual?"  Why could they not work together with these many experienced, equipped with trailers, Veterinarians and transportation offers from large airlines to fly these animals that were dying, and 50,000 more needing to be rescued, to be flown to safer areas with more personnel, resources and coordination opportunities to reunite them if possible with their owners were standing by? 
 
 I watched Congress all night long that Thursday they set up an emergency meeting to give the first 18 billion, and discussed why they responded so late, what emergency measures they needed to take before more died and suffered. They took the blame, they acted, and sent FEderal money, military and resources needed to the local efforts.  But unfortunately, FEMA took too much control and hindered many local efforts instead of asking the local officials how they could support them.   And the resignation of the HEAD of FEMA proves this lack of leadership and over control.  So we do need to ask the leaders of all large organizations to stop doing "business as usual" and learn to utilize all personnel and resources available in mass crisis situations like this.  Only if AMERICANS can learn to work together in these crisis situations, will more lives be saved; human and animal companion.  This is my observation after countless hours monitoring TV, Newspaper and online coverage of this disaster."

 0 9/24/05  From a rescuer and a volunteer from front lines;
Are they planning on opening another sanctuary in LA?  Why won't they let the animals go to organizations that have agreed to hold them long enough for the owners to try to find them?
 
It is terrible to send them to the Mayors Alliance shelters in NYC when so many other groups are willing to help - that surely means that more animals at the AC&C will be euthanized since the city shelters will be overrun (but doing a lot of fundraising with) Louisiana animals.
 
It makes no sense at all from a humane perspective that we bring in the amount of dogs and cats that the AC&C will then have to kill.
 
It makes sense from a fundraising standpoint.
 
We had offered to take MANY animals and got a call from Lisa Ladd at BF that they were going to release them to us (we can take horses and farm animals as well).  The same afternoon we were informed that 'there were more homes than there were animals' by Michael Mountain and that he was making Animal Haven in Queens the 'lead' organization in placing the animals from the BF shelter in LA.  So far, all I have read is that Animal Haven brought up 40 PUREBREDS and that 3 of those went to the people who transported them from LA to Queens.
 
Michael told me that if we still wanted to help we could contact HSUS.
 
I find it difficult to believe that Animal Haven and the City Shelters that are part of the Alliance can place all the senior and disabled dogs that were rescued - OR - were they rescued?  Could it be that only purebreds and young dogs were?  I know that Best Friends takes special needs animals but perhaps due to lack of space they passed those by for the adoptable ones.
 
I also find it difficult to believe that there are more 'homes' than there are animals that need them - if that is the case I think we can all close up shop.
 
There must be something we are missing or misunderstanding here.

I just returned from the Best Friends camp in Mississippi on Thursday. There were over 700 animals at the facility and more coming in daily. The animals were in pretty good shape! The big dogs had very large chain link runs on grass. The Toy breeds were group housed outside in an area called Toy Town. Air Conditioning was set up for the cat area. The situation is primitive but well organized.The Vets and volunteers worked tirelessly to insure every animal was evaluated and treated as needed. 
The weather was unbearably hot and humid.We were plagued with LoveBug season. Horrible little bugs! Regardless,Volunteers and Best Friends staff worked at a minimum, 18 hour days to keep the animals clean and as comfortable as possible in such horrific conditions. Constant watering and spraying the dogs down to try to keep them cool was necessary.
The group was turning away supplies. We had taken two van loads of crates and medical supplies but they were not needed. We finally found a shelter to donate the items to. We had to drive around to several areas and all were fully stocked.
On the whole, except for the heat factor, all animals were being cared for quite well. People walked dogs when the sun went down. The animals had toys in their cages. There were pools they could get into to cool off.
I was VERY impressed with the organized efforts! This was an overwhelming project that has been positive for the animals in need. It only happened due to the hundreds of people that have been working selflessly and at great personal expense, to insure the animals are safe.
 
Now for my concerns..... Many rescue groups left empty handed.... People willing to take large numbers of animals out of the hot sun, and impending storm, were denied the opportunity to take the animals to a better location. These groups all realized the animals may need to be transported back when owners were found.
I found this decision by Best Friends Group to be inconsistent with otherwise excellent care. There were no dog houses available when I left. It was rumored Igloos were on order for 500 animals. Shelter from Torrential rains should have been top priority in my opinion. If unavailable, remove the animals from the situation by using resources available, volunteer fostering.
 I did question who made the decisions on which groups would be able to remove animals. I was told a change was made and the Utah office was responsible. Perhaps there is a good reason for denying fostering, if so, I have not been privy to it.
 
On a positive side. THANK YOU, ST.FRANCIS Shelter! These kind people have opened their sanctuary to hundreds of animals and ~people~ for what appears to be a long term project. May God bless you a hundred times over for your great generosity.

"I was a volunteer rescuer, at the Hattiesburg, Mississippi Katrina rescue site, between 9/13/05 and 9/17/05.  I was accompanied by a veterinarian.
 
This rescue site was run by HSUS. There was an HSUS banner hanging across the main barn, where all the supplies were kept. HSUS crew wore blue shirts, labeled HSUS. Volunteers wore yellow shirts. I state this to clarify which organization's workers made the decisions that I believe caused suffering and death to the animals at the site. Whether the decisions were made by individual workers at this site, or were policies set at the national level, I do not know, but the national office of HSUS must address these matters immediately.
 
I returned home, in tears, not just because of the suffering and death caused to the animals by the hurricane and by the people who abandoned them, but also because of the policies of HSUS, which ran the rescue site at which I volunteered.
 
There were dozens of wonderful and caring folks, who had traveled from all
over the country, ready and willing to work hard and cry hard.  More importantly, they came with the ability to take animals back home with them, having previously arranged for these dogs and cats to go directly into either foster homes, permanent homes, or to veterinarians' offices for treatment.
 
Arriving after 17 hours of travel (from Virginia), one of the first things I was told was that there had been vets, techs, and rescuers there, previously, who had "walked" off with dogs and cats when they were scheduled to leave. I soon found out why.
 
I was assigned to work in one of the rows, in one of the barns, in which some of the dogs were being housed.  I was assigned to care for 100 dogs with one other volunteer, Terry. One of us walked the dogs, while the other cleaned the cages and put fresh food and water in the cages.
 
I thought this system was simple, made sense, and we were anxious to begin.
We were, however, required to attend a 1 1/2 hour meeting, in the morning,
to discuss such questions (depending on who the barn manager for the
day was) as whether to walk or feed the dogs first.
 
Terry and I left the meeting and started taking care of the dogs assigned to us. Many of the dogs were laying in their feces and urine.
 
As Terry has problems walking, we decided that she would clean the cages and I would walk the dogs.
 
When I came back from the walks, we used a hose to try to clean and cool off the dogs. Unfortunately, we had to return them to their cages.  We were a good team and worked efficiently until we got chastised by HSUS staff for walking the dogs in the morning. HSUS insisted that the dogs be fed first, even if they were standing in urine that was burning their open sores.
 
I was also told by HSUS that they did not care if the dogs were walked only once per day. Most of these dogs were large dogs, confined in very small crates.  With only one walk per day, the dogs were forced to lay in urine and feces for up to 24 hours. The cages were too small to permit them to move away from their waste. One skinny dog had urine burns on his legs.
 
Most of the dogs ate very little, due to the extreme heat. The HSUS feeding policy, therefore, did not maximize eating and weight gain for these emaciated animals.
 
When I inquired why HSUS wanted the feeding done this way, I found out it was nothing more then "an old shelter trick" that makes it easier to keep the cages cleaner, but makes it more uncomfortable for the animals.
 
I refused to do this and kept doing things as I had been. I was yelled at and yelled at, but I just ignored them.  Other volunteers from other barns left to go home because of the additional stress of being yelled at.
 
Everyday I saw more and more people crying, both from great sadness for these babies, but also greatly due to the fact that HSUS was preventing groups from removing animals.
 
One woman whom I met, came with a group from Orlando Florida, with 4 large horse trailers and the ability to take 100 animals with them.  They filled out all the required paperwork, as many, many groups did.  The person who was supposed to be processing this paperwork was never around. We were told that HSUS was going through these applications between 12am and 4am, but I saw no applications getting approved.
 
Each day the pile of applications was larger. No one received approval to take animals, so rescuers went home without the animals whose lives they had committed to saving.
 
Just the small group of folks I had met had the ability to remove 250 dogs and cats.
 
People were literally on their hands and knees begging HSUS to PLEASE, PLEASE let them remove some of the animals, especially the ones who were old, weak, and sick.  Rescuers were crying, crying, crying, while hugging and kissing these precious babies.
 
A  Saint Bernard mix was labeled "VICIOUS, WILL BITE," though he never seemed to move much or come out of the cage. My rescue partner, Terry, opened his cage and we both sat down with him. He seemed very confused, at which point, we realized that he was BLIND and could not walk well.  He was not vicious and not a biter - he was extremely frightened.
 
Terry and I worked on gaining his trust and he came out of his cage. He could not walk well, and neither could Terry; they were a match made in heaven.  This handsome boy was the only dog Terry could walk and they looked like they had been together, forever.  He was her dog and she wanted to take him home.
 
The vet with whom I had traveled from home deemed his paperwork a medical priority, due to his age, blindness, and lameness and she said that he must be released to a home.  Terry was so excited to take her new boy home.
 
* HSUS denied Terry's adoption application.
 
I found Terry collapsed on the ground, holding onto this dog.  Her arms were around him and he was wet from her tears.  I dropped on the ground with her and we cried together, holding this precious boy.  Terry had to leave the next morning without him.
 
A rescuer in his mid-twenties, Brandon, was working in the same barn (but one row over) as I was. He showed me a cage holding 2 little girl beagle babies who came in together.   The little girls were sleeping with their legs all entwined; it was adorable.  Brandon said that he was going to request these little girls and he thought his chances were good.  His father was a veterinarian and they lived on 12 acres.

I next saw him with the 2 little angels in his lap and he was crying.  I sat with him and we cried together.
 
I met a group of volunteers from Richmond VA. One of the group, Randy, had been given $25,000 to donate to HSUS, by an elderly neighbor who had recently lost his little Bichon.  The elderly man had only asked Randy that if there was a small white dog available, that he bring this dog home to him.
 
I told Randy that there was a little white dog in stall #1 - possibly a Maltese. The little dog was happy and had a great disposition She needed only a good bath and grooming (and, of course, a home). She seemed perfect.  The little dog had hope in her eyes and wanted to go home with Randy.
 
* HSUS kept the money and the dog.
 
HSUS insisted that the dogs be reunited with their owners, rather then going to safe and loving homes. All of the dogs were micro-chipped as they came in, and there were representatives from Petfinder present, taking photos of these micro chipped dogs to put on their site. Everyone wanting to adopt/foster an animal was willing to sign a form, agreeing to foster and hold all dogs 30 days from the day they left, and should the owner come forward, relinquish the dogs.  The dogs were easily traceable throughtheir microchips, but HSUS would not let volunteers or rescue groups leave
with dogs.
 
During this time, and at this rescue site, HSUS was making a movie about reuniting owners with their dogs - one or two reuniting incidents had occurred.  A misting tent had been set up to provide a cool, comfortable environment for HSUS staff involved in making this movie.
 
The only ones using the tent were HSUS staff  (who were not doing the hands-on grunt work the volunteers were doing). This tent was not for the volunteers, many of whom were passing out from the heat, nor was it for the dogs, who were dying from the heat. One dog's temperature soared to 107.  The tent was to keep the HSUS folks cool and clean.
 
I (smelly and sweaty) took one of the overheated, stitched up, intact, male pit bulls, Scarface, into the mist tent, to demonstrate "the real part" of what was going on down there. HSUS staff looked like they would faint at the site of me. I gave them a puzzled look and asked, "Isn't this really what you should be filming?"
 
Scarface and I were asked to leave - but not before Scarface lifted his leg and urinated all over one of the tent's nice chairs - chairs off-limits to the volunteers, who might have gotten them dirty.  There was no place for the volunteers to sit, should we have 5 minutes to do so. There was a cube of hay, approximately 2' x 4' foot in size, on which we all alternated sitting.
 
Anyone coming to this site to claim their animals needed to be able to thoroughly describe them - some mark or a word or anything that only they would know. HSUS let a group of people in that did not even know the dogs' NAMES.  These folks came down my lane and pointed to male and female Chihuahuas and said, "Oh there they are!" The dogs did not even react to these people; the dogs reacted more positively to the volunteers (who saw these people lurking around the dogs, a lot).
 
The women said the female Chihuaha's name was "Sassy ...no maybe Mandy." I told her (to be frank, I told her rudely) to leave.  I reported them to the staff, but they had taken pictures.  I believe that they gave the photos to another person who later came back to claim the dogs. Fortunately, the dogs were not given to this person.
 
Almost none of the dogs were spayed or neutered.  These 2 dogs looked like breeding machines.
 
All of the male pit bulls were intact and many were covered in scars; some had wounds that had been stitched or stapled together.
 
We were told BY HSUS that they were not accepting any more donations of cat or dog food, as  they had too much. I noticed that a lot of the food was prescription food from veterinarian's offices, such as I/D, A/D, etc.  HSUS, however, fed the dogs (almost all of whom had either vomiting and/or diarrhea) the cheapest food available.
 
I spoke to my vet friend and she said to give all the dogs the I/D, as they needed high quality food.  I again got into trouble with HSUS. I was told that that this was special diet food. I told them that that was why I was using it on these dogs, suffering from diarrhea and vomiting.  I told them that the veterinarian with me had recommended this. The HSUS representative said that since the vet was not an HSUS vet, her (the vet's) recommendations did not matter.  I asked why, since they had so much extra food, they were not feeding the dogs the good food?  Her response was a sneer.  I continued to feed the dogs the better food.
 
I also noticed that in the supply barn there were thousands of new pet beds, blankets, and rope chews, however no dogs had a bed, a blanket, a towel, a toy or chewie in their cages.  Once again, I inquired.
 
I was told that the dogs pee on the beds and blankets and the dogs chew up the toys, and that there is no place to wash the bedding. I replied that the dirty bedding could be discarded, as there was such a large supply on hand.
 
Wouldn't it be nice to at least give them a night or two of comfort?  I received another sneer. I took some of the beds and gave them to the dogs in my area. If nothing else, one night of sleeping in comfort might have helped them feel better.
 
I still have no idea what HSUS planned to do with this stuff if they did not intend for it to go to the animals.
 
I also took rope toys and gave them to all of the pit bulls and the baby German Shepard brothers who needed to chew - something small to help with the solitude.
 
The site that this area was in was also home to the refugees.  It is an unsecured area and we had to be guarded by the National Guard. We were surrounded by gangs of men who were constantly trying to get a look at the pitbulls.
 
There were gangs of men wandering around, looking at these specific dogs.  Most of the pit bulls had had their ears cut, a sure sign that they are used in fighting.  Pit bulls were stolen the night before our arrival.
 
My assigned area had approximately 25 pitbulls.
 
HSUS told me that if I saw anyone who did not belong there to escort them out.  I caught 3 men using their cell phones to transmit pictures of some of the pitbulls. I could not get them to leave.
 
I found a National Guardsman and he got them out.  Due to the danger these men posed to the dogs, the pitbulls needed to be kept in the barn, with the stalls chained shut, preventing air circulation for the dogs. The dogs did not even have a fan.
 
These dogs were dangerously overheated.
 
The refugees stole bedding, and anything that was not tied down, from the volunteers. HSUS was already giving the refugees toilet paper, paper towels, cleaning supplies, etc., which has been donated/purchased for the animals.
 
Due to the presence of the refugees, the women rescuers were told to never go to the bathroom, or anywhere else, alone. Someone was assaulted the night before we arrived.  There were armed National Guards stationed both outside the port-o-potties and the showers.  I needed an escort, at night, to use the toilet.  When some of the volunteers passed out from the heat, and were taken to the tents to lay down a bit, they had guards stationed nearby.
 
Every morning between 4am and 4:30am, a group of HSUS workers got up and left the tent.  Although, I did not witness and cannot verify this, I was told that they got up to remove any dead dogs and cats who had died during the night. I CAN verify that, indeed, when we started out for the day, there were empty cages.  When I inquired about the empty cages, I was told that they probably moved some of the dogs here or there.  I walked around, but never again saw any of the dogs missing from my area.
 
The only good thing was that since I was with a vet, we were able to take 2 small dogs, who were in urgent need of medical care, out of there. The vet had labeled 4 dogs in need of urgent care, but when HSUS looked at the 4, they said no to 2 of them.
 
We were able to leave with an 18 year old Yorkie who had no teeth, was not neutered, had a hernia, mange, and fleas - but was so sweet. The other little baby was depressed and not eating.  HSUS dismissed our concerns about this latter dog, by saying that all of the dogs were depressed and not eating.
 
This little baby NEVER ate or drank, threw up constantly, and had bloody diarrhea. On the trip home, she sat in my lap, received lots of kisses
and hugs, and I sang songs to her.  We needed to stop many times, as her
vomiting and diarrhea became more severe in the car.  We gave her fluids, and other meds, trying desperately to keep her alive until we could get her back to the veterinary hospital in Virginia.
 
She made it through Sunday and Monday, at the veterinary hospital. My sweet little angel baby, whom I named Katie, and planned to adopt, died on Tuesday.  She could not fight the Parvo raging in her due to so much prior stress. Her little body could not fight it. I sat with this precious baby and looked into her soulful brown eyes - her light had gone out. I will never forget her, ever, and have yet to stop crying. Had she been left there, her death would have been agony.
 
I think that what I will remember the most, and what will always remain imprinted in my mind, is the sparkle in the dogs' eyes that, as each day came and went, died out a little more each day."
 
My and many rescuer's questions are:  WHY DID MORE RESCUED ANIMALS NOT GET OUT? If so many millions were donated for the specific purpose of  getting 50,000 left pets to safety, get medical care and keep track of them, why couldn't registered rescues be tracked by Petfinder.com, that drove all that way not do just that adn then each be able to be contacted by the owners to retrieve their pets when they find housing, (which could take months if not longer)?  Why did these suffering and almost dead abandoned pets have to stay to face such a horrible fate of slow death and suffering?  And where did the millions go if not for transportation, coordination of getting the pets out as quickly and safely as possible? Do the HSUS, ASPCA, BEST FRIENDS and AMerican Humane not have enough staff, vehicles and with the millions ability to hire more to move thousands of pets to all the thousands of clinics, Humane Societies and other qualified locations standing by accross the country with Veterinarians, supplies, staff and more appropriate facilities?   WE just need to know what happened and why, so this doesn't happen in TX or any other place in the nation disaster hits. Just like FEMA and the Govt agencies in charge, all involved with the Animal Relief Effort need to be held accountable and investigations need to be held, and future better preparation and coordination implemented don't you all agree?

 Not very good news…. The National Guard is leaving the city and residents are returning even though the Mayor back peddled and re-closed the city after announcing its opening hours before. Tropical Storm Rita, feared to become a hurricane, is headed for Texas and may hit Louisiana by Thursday/Friday.    Bobby tells me the conditions in the city of New Orleans are bad. It’s not safe. He can no longer enter houses and yesterday Kash was chased by someone with a shotgun. Bobby is certain that there are many more animals needing assistance, but his hands are tied… It’s just not safe anymore.    This morning, they are packing up their camp, walking as many dogs as they can before heading home. There are others that will stay with the dogs at the Best Friends and SPCA camps to care for the animals they have rescued.    There are many of you who have offered to foster any dogs that Bobby brings back, and though that was not his “mission”, he will be bringing back 7 dogs. These dogs do not have owners. There were many dogs that were recovered and claimed by owners, only to be relinquished because the owners had no home. These are some of the dogs that Bobby and Kash are bringing back.    Some of you have offered to foster dogs, and if this is still a possibility or if you know of any potential foster homes, please let me know. Workers Trying to Rescue Pets Abandoned in New Orleans

NEW ORLEANS, Sept. 20 - Up North Claiborne Avenue five dogs ran as a pack between the smashed houses under dead power lines, through that twisted junkscape of lumber and tin, toilets in the silt, a wall marked "Possible Body" and the headless Virgin Mary with arms outstretched. The dogs neither fought nor growled. Among their number were a German shepherd, a beagle and a yellow Labrador.
 
 
They roam this city gaunt and uncomprehending, at turns frightened and menacing, loping directionless between ruined buildings, drinking the muck, staring at cars, waiting to die. They are omnipresent. A week ago, their self-appointed rescuers spoke of the odds of rejoining them as pets to masters, but that talk has ended. Now these dogs make for an infestation, untold thousands unwell, unrestrained, unrecognizable and left to their devices.
 
 
"I'm afraid that they'll be out here for years," said Wendy Guidry, among those who spend their days trying to corral the creatures. "That there'll be a long-term population of dogs that will never be caught, that will live on the streets for years and eventually be hit by cars. That will be their lives."

In fact, we lost 2 dogs and three puppies out of more than 500 rescued.  All died of either injuries received in the storm and flood or in the case of the puppies, being out there for 2 1/2 weeks with no food, shelter, water at the age of 5 weeks.  Most of the time we had 3 - 5 vets on site helping the animals. At no time did we have less than 1 vet and at least 1 tech.
 
I am extremely proud of my team and of all the rescuers from all over the country who came to help the animals.  If we learn one thing from Katrina, it must be that BOTH animals and people must be evacuated at the same time to the same places, because many would rather die with their animals than live without them. "

Houston is OUT OF GAS!!! and stores are completely out of supplies. the dollar store near my parents didn't even unload the truck with water. Customers bought it off the truck and what they couldn't carry, they kicked to their cars.

People are running out of gas on the freeway. The mayor has asked those driving to push for a mile and drive for a mile. The heat is expected to be near 100 today with extreme humidity. Pushing will be more than exhausting. " 

"There still could be quite a few, especially in the deepest flooded areas," said U.S. Coast Guard Capt. Jeffrey Pettitt, who is overseeing the retrieval of bodies. "Some of the houses, they haven't been in yet." Officials said searchers are beginning to find more children."

"Lamar Dixon Expo Center(aka Gonzales), the large "clearing house" facility. LA SPCA, HSUS, ASPCA, and VMAT are in a power struggle over who is in charge. It is total chaos. They don't have anywhere near enough people to care for the 2000 animals (average) and are turning away rescue groups bringing more animals in after sitting in line for hours.

This place is HUGE, and the left hand doesn't know what the right hand is doing. Dogs and cats sit for days waiting for vet care even if illness is
obvious. Many do not get out of their crates for 2+ days. There is no
leadership, no system, and the animals are suffering. Animals are starving to death and the HSUS is turning people away and FEMA isn't allowing independent rescuers to come into the area to help. She pleaded for FEMA and the Authorities to let more rescues in, waive the 15 day holding period so animals can be moved to any other shelters or rescues nationwide that can provide care for the animals as the shelters there are full and not accepting animals any more.
She also stated there are thousands upon thousands of animals starving and in dire need of food, water and medical care. CNN cut the interview short to go to some other programming."
From HSUS:  "On Wednesday, one of our Disaster Animal Response Teams in New Orleans rescued a St. Bernard from a rooftop – a dog they described as the most emaciated animal they had ever seen in all their years of handling animals. The veterinarian who treated the dog was shocked that the animal, who weighed just 40 pounds, was still alive.

Who helped us rescue this animal? It was several National Guardsmen, who heeded our rescuers’ pleas to take them through the water on a tank so they could get up on the roof to save the dog.

But the troops’ actions were not ordered by the National Guard – nor by the White House, the Defense Department, the Department of Homeland Security, or the state of Louisiana. In fact, despite our repeated requests, none of these entities has formally agreed to marshal their ground forces to help rescue the pets and other animals slowly starving to death in the affected areas.

At a press conference just a few hours ago, I implored the federal government to come up with the nation's first animal rescue plan. Now, I am writing to ask you to give them the same message: Please call or email President Bush and other officials today and urge them to help us before it’s too late.

In the midst of administering chest compressions to a dying woman several days after Hurricane Katrina struck, Dr. Mark N. Perlmutter was ordered to stop by a federal official because he wasn't registered with the Federal Emergency Management Agency.

"I begged him to let me continue," said Perlmutter, who left his home and practice as an orthopedic surgeon in Pennsylvania to come to Louisiana and volunteer to care for hurricane victims. "People were dying, and I was the only doctor on the tarmac (at the Louis Armstrong New Orleans International Airport) where scores of nonresponsive patients lay on stretchers. Two patients died in front of me.

"Got there at 6:30 EDT. They were in tears. There were 1400 Animals in the Gonzales facility on South St. Landry street when they got there - they had been told there were just 1000, the staff is completely overwhelmed and with no rest, and 6 more trucks full of animals were on their way in to the facility.  They said he has never seen so many animals in bad shape and in such horrible conditions. It was MUCH worse than expected
 They called back at 8PM after meeting with HSUS officials.   

There are 2500-2700 dogs there!!!!!!!!
This does not include cats and other animals.

Since Katrina struck, I've been a news junkie. The images are horrendous and
intimate at the same time. Each of us can imagine our own families in
Louisiana, Alabama, Mississippi or Florida... But in the mainstream news
there has been limited mention of the animal victims.

HEARD:
August 29 - A teary newscaster describes dogs barking in the dark. "I hear
the dogs yelping. All of them yelping...hoping someone will come." She
describes dogs seen wrapped in fallen wires, electrocuted before rescuers'
eyes.

August 30 - [Biloxi, Miss] Gary Stillwell, his family, and their three dogs
are trapped atop their home, which is floating down the street. Howard
Avenue has turned into a river. Homes are submerged. Somehow the Stillwells
manage to climb into the boat floating alongside their house to save
themselves, their dogs, and three stranded people crying for help from a
tree.

August 30 - Billy Penny, 34, and his girlfriend refuse to evacuate their
home on the east side of New Orleans because they will not abandon their
companion animals. Patricia Penny, Billy's mother, is convinced her son
climbed to the roof and cut a hole to let the animals through. But as of
August 30, she has not heard from them.

August 30 - [Mississippi, I believe, one of the Gulf Coast towns] Amid
casinos floating in the water, there are three seals stranded in a parking
lot. People attempt to get water to them. Finally, someone shoots one of the
seals to put her out of her misery.

August 31 - [Gulfport, Miss.] Newscaster: We talked to one man, who despite
all the warnings, rode out Katrina with his pets. Survivor: (He is crying) I
had to keep me, my dog and cat with me, force them out a window and on to
the roof... (He is shown in close-up with his dog and cat, who made it).

August 31 - [Portreve] Newscaster: Piles of pet food are being transported
to rescue centers... (She holds up a bag of unopened food). Because not only
are the people growing hungry, but the animals [survivors] are too.

The 10 member Noah's Wish initial team is now in the outlying areas of the
disaster area. Since our arrival earlier today we have been:
-gathering supplies we will need and will be unable to find once we get into disaster area.
-determining what the road conditions are, where the closures are, and the
best route to take when we head into some of the worst hit areas tomorrow.
-listening to reports on where it is flooding.
-completing rescue requests.
-networking with other animal organizations to determine where the greatest needs are.

...During the next couple of days it may be difficult to get to a phone that
works and to find electricity so we can use our computers. We will make
every effort to get an updated posted tomorrow night as I know people are
waiting to learn of how the animals have been impacted by this hurricane but
the next one may not be until Thursday.

...Just as soon as we can get access to the areas where these animals are
located we will. At this time though we cannot say for sure when that will
be as the danger is still extremely high and for this reason the authorities
are restricting access...

ANIMALS IMPACTED FROM HURRICANE KATRINA EVACUATION NEED HELP!
I have just been asked to stage an animal transfer in the DFW area with
approximately 145 animals from the New Orleans shelter. New Orleans arrived
in Houston this morning and they are currently sorting through the animals
to establish what can be brought further inland, and what must go back to
New Orleans or be held  in Houston. It looks as if the Louisiana folks will
be bringing them here on Tuesday morning. Their entire shelter was evacuated
and while a few animals went to Baton Rouge, the abundance of  them (300)
came to Texas as the New Orleans SPCA and the Houston SPCA have interagency
agreements during hurricane events.

That said,  will need commitments and assistance to place approximately
145 animals. The animals will be adoptable animals that will enter into your
programs permanently. I DO NOT have a final count on species, but it looks
like there are about 60 cats/kittens. The location on Tuesday will be at the
HSUS Spay Neuter Clinic and Animal Wellness Center at 4830 Village Fair
Drive, 75224. The time HAS NOT YET been determined.

Shelters and rescues who desire to pick up animals must have submitted a
request prior to arrival so that I can correctly  inventory and place the
animals in the best possible situations. My email addresses are:

Please if you are able to commit to even a couple of animals, email me and I

Hurricane Katrina made landfall early evening last night that directly hit
our surrounding area in Broward County, Fl, (Fort Lauderdale Area) with
winds gusts reaching 90 mph. The storm arrived well ahead of the Friday
estimated arrival time that was predicted by the National weather service,
which left Pets & Animals in Distress volunteers scrambling Thursday
afternoon several hours before Katrina hit to help rescue and evacuate over
40 cats...

We are glad to report that all the cats, several dogs, a goat, pig and
ourselves have weathered the storm out without any serious problems, except
for some downed trees, debris and major flooding that damaged the Gazebo
house flooring that sheltered the cats will now have to be replaced...

As of today, Friday, August 26, 2005, 4 people were reported killed in South
Florida due the Hurricane, and there are over one million people still
without power in south Florida...

WASHINGTON (August 30, 2005) -- The Humane  Society of the United States is
moving into Mississippi today to begin a  multi-state animal rescue and
recovery effort in response to the devastation caused by Hurricane
Katrina...

The following activities are already  underway: The HSUS Disaster Response
Unit is stocked and  headed to Mississippi. The four-wheel drive truck and
38-foot  air-conditioned trailer is equipped with rescue, sheltering, and
communications gear as well as pet food and supplies. Trained disaster  
relief personnel will travel from a staging area in the Florida panhandle  
into Mississippi today...

The HSUS is supporting the evacuation of animals from the Louisiana SPCA to
shelters throughout Texas for adoption.

The HSUS Southeast Regional Office located in Tallahassee is partnering with
the Florida State Agricultural Response Team to assess animal needs and to
provide rescue and sheltering of  animals in south Mississippi.

The HSUS is also readying response teams from Texas to provide assistance on
the west side of the impact area...

The HSUS has been planning for Hurricane  Katrina since last week,
coordinating with other organizations through state  agencies, the Federal
Emergency Management Agency, the American Red Cross, and  the National
Voluntary Organizations Active in Disaster.

The costs associated with The HSUS' rescue efforts are expected to exceed
the organization's previous major disaster responses, which include aiding
the animal victims of last year's tsunami, and responding to the series of
hurricanes that hit Florida last year..

250 animals Houston bound in advance of Katrina

The LASPCA is moving about 275 animals because a category three storm is
approaching New Orleans. It says 25 dogs held because of pending court cases
are on their way to Baton Rouge Animal Control.

Another 250 strays and adoptable animals will head to the Houston SPCA this
evening, in climate controlled trucks. If the weather's all right and
low-lying Japonica Street is free of water and the building has not flooded
-- the animals will return on Tuesday.

The LASPCA recommends that anyone leaving town take all their animals,
making sure they have collars and I.D. tags. They also suggest taking a
photo of you and the pet, in case you become separated, along with familiar
pet toys and food to help keep your pet calm.

They note that Red Cross shelters don't accept pets and the SPCA never
boards animals.

Pets cannot survive on their own or tied up, and the SPCA says people who
abandon their pets will be charged with cruelty to animals.

"As a native born Floridian and former Miami resident for over 30 years, I have lots of experience with going through hurricanes and can tell you- even at their mildest- hurricanes are terrible.
As a Hurricane Andrew survivor, having the roof ripped off my home and water flooding in under my doors was completely terrifying ... and in the aftermath of the storm .... when you see the destruction of your home, your neighborhood, your city ... one is left in a complete state of shock.
I was fortunate that I did not lose my life during Hurricane Andrew in 1992. I was also blessed to not only have my K9 animal companion sit by my side as I cowered in fear in an interior corner of my home during the storm, but when I really began to panic and started to cry, though my cries were drowned out by the howl of the wind, she was there to lick the tears as they ran down my face.

 Yesterday Chuck, Tim McDaniel and Phil Hart went to the shelter to see about the sewage problem that we have been complaining about for some time.
 The sewage prob. is going to be addressed, pumping tanks and checking drainage field or digging it up as needed.
However once I heard that they were up to look at it, I knew a call from Chuck was inevitable.
 It came. They were appalled at the situation. The stench from the feces was horrible and made them ill. Larry also told them he was sick alot of the time from working there.  As many know, the shelter was built with only 8 runs. The dogs running around inside the shelter enclosure, the crowded cages, the "temporary" cages full and covered with feces, dogs tied out.
 So bottom line is we have only a week or so to almost empty the place. NO CHOICE.

Hello everyone,
 We are reaching out to the rescue community and hoping you will help.
 On April 1, 2005, the Mason County Animal Welfare League took over the Mason County shelter in Point Pleasant, WV.  Our main goal is to make things better for the animals while they have to be in the shelter, waiting for rescues or forever homes.  Since April 1, we have received an overwhelming number of cats and dogs and know not all of them are coming from Mason County, WV.   We receive a small contract fee from the County each year to run the shelter and have filed for our 501(c)(3) non-profit status. 
 While we have a wonderful group of rescues who help save the dogs and cats at the shelter, we are struggling extremely hard now to stay open.   With the large number of animals coming into the shelter each day, moms with nursing babies, plus several injured and special needs dogs and cats, our financial situation is very bad.  We are a small group of people who are trying our best and desperately want to continue helping the dogs and cats who cannot help themselves.  Our biggest fear is that we will not be able to continue helping much longer and will have to turn the shelter back over to the County. 
 We need help with vet bills.  We need volunteers at the shelter.  We desperately need FOSTER HOMES!   We need supplies, medicine and anything else that will help.
 Below are just two examples of the babies we have treated in the past week.  Please note the pictures are graphic and we understand if you do not wish to view them.

URGENT-fire destroyed all-help needed for a nice woman in distress!!!
I am asking for help with a human, this time- it is URGENT- and very sad.. 
A woman who lives in Fairfax, named Philly, who is a friend of RDR, recently lost everything, including her beloved 13 year old dog, in an apartment fire.  I know we cannot begin to touch her grief over the loss of her sweet dog, but can we as a group pull together some nice items for a benefit?  I am hoping to hold a fundraiser benefit within 2 weeks at the night club, 19 Broadway, in Fairfax.  I would love any help-this should be a low stress and low energy event, but I really truly want to help.
If you have items to donate to an auction, or know some one who may, please contact Pali, Valerie, or Laura ASAP!
These items could be: Dinner out art/painting/photography certificates for services ( photo sessions, massage, acupuncture,etc..) spa certificates yoga classes gift baskets

Most of you will remember several years ago a major tornado hit Jackson,
Tennessee. The local humane society was right in its path, but it appeared
at the time that only minor damage was incurred to the building.
Unfortunately, this was not the case and the damage has only now become
apparent.
The entire kennel section where the adult dogs are housed has separated from
the building and it is urgent that the dogs be placed into homes, rescues,
and/or foster care IMMEDIATELY! That portion of the building is going to
have to be torn down and totally reconstructed. In the kennel section
alone, there are at least 125 dogs that need placing.

  Inglewood, Los Angeles, CA.  Gayle has been taken care of stray dogs and cats for a long time, and is now in desperate need of our help! Gayle is being evicted from her room on the 20th of this month with her 25 wonderful cats and 3 very sweet dogs.

Gayle, at now nearly 60 years old and with arthritis in her hands, knees and feet almost disabled to perform any kind of hard labor, had cared for the house (where she lives in) owner's aunt for 6 years.  She washed her, cooked, cleaned and cared for this woman 7 days a week, 24 hours a day for free!  In return, the woman's niece assured her that she would still be able to stay there after her aunt had passed. She lied. Gayle now faces to live in her tiny station wagon with all her animals.

Gayle helps her neighborhood whenever she can by working out at church and tutoring the kids. NOW, SHE NEEDS OUR HELP! Gayle does not ask for help for herself, but she wants to make sure that her cats and dogs are safe and find good homes.
I'm asking you all, please help Gayle and take maybe one or two or even
three of her loving and well taken care of cats or dogs in your rescue
program. Gayle has only less than 2 weeks and the thought of her beloved
rescues going to the shelters and facing the possibility of death is nearly
killing her. This woman lives in a bad neighborhood, where people generally
don't care about animals and she is very poor herself but managed to give
these cats and dogs a second chance. She has found many of these animals
herself and others have been dumped on her or were left in her front yard.

Donations of any kind are also greatly appreciated. Gayle is looking into
different temporary option to keep her animals safe such as the possibility
of any type of van but the preferable solution would be adoption. Gayle is
desperate to maintain her small jobs at the church and with the kids.      
The dogs are:

GRADY
Almost 2 year old handsome Husky, male/not neutered with amazing blue eyes and a big kissy smile!  Gayle had found him covered in flees with almost no hair. Grady had areas of raw skin all over his body where he had been scratching and chewing to get rid of the flees and his allergy. Grady had a rope tied around his neck which chewed through in order to escape.

FLORA
2.5 years old American Bulldog/Am. Staff. female/spayed. This strikingly
beautiful lady is all kisses and has an absolutely perfect disposition!
Flora is all white and a must have dog for active people.

CHICO
2.5 years old Shepherd mix, male/neutered. Chico is a charming tan/reddish
slightly fluffy young man with the softest ears one can imagine. He is very
gentle and waits patiently until his two friends Grady and Flora have gotten
their cuddle time.

All three dogs are very well socialized; the neighbor's kids come and play
with them all the time! These dogs are all about love! None of the dogs or
cats would not have to stay together.

Roie is a dear friend and rescuer I work with. Please check out the story of her work this past year in Mexico. She has just returned home.
 
 I hope to see pressure put on the Mexican government to stop the abuse of animals and to donate shelters to these rescuers so the animals do not have to roam these streets starving to death.

I called the number below in Mexico, and this is the situation. Twice as many cats as are listed on the petfinder site are in foster care, vetted and ready to be flown out of Mexico via Delta from Mexico City, Aero Mexicana forces them to be cratted in cargo from Puerto Vallarta, but temps are the lowest now.  Other animals pictured are either in foster care and vetted with Andrea or are the many animals that are picked up daily by a makeshift 72 hr holding pen ran by the city that doesn't even have human euthanization.  These volunteer rescuers are posting, saving and caring for as many of these obviously adoptable pets.  They need our help urgently to fly down and pick up 2 and fly back to our rescues. The Perry County Humane Society has a little bit of everything from large puppies that are going to be fairly large dogs, to smaller puppies to Lab mixes, and even Kitty cats.
 
They desperately need help either placing them into rescues or homes. They are running out of room fast and there are other animals waiting on the humane society to help them out of their situations where people are not taking care of them.
 
This is serious everyone. If they cannot locate rescues or homes for some of these kids then they will have no choice but to take them to the local pound which is a kill shelter in order to make room for the abused animals that are waiting to be rescued.

There are the dogs in Hendersonville, NC Living outside in the cold : at "All Creatures Great and Small",  some of which have been with this same rescue for several years (3 or 4).  All are living outside presently in the cold in cages and many in crates.  HSUS contacted me a couple of weeks ago and asked me to help advertise these dogs and try and get them some help.  They mailed me  hard copy of the dogs on a slide show. The pictures are HUGE.  I have no idea how to do this in a big hurry.  It has taken me all week just to resize 50 of the pictures and there are over 400 animals in this horrible rescue I understand.  They will only let no kill shelters or rescuers who promise these dogs will only go to No- Kill shelters help them though. There is a Dalmatian/mix in real danger.  An older woman and her daughter had rescued it about 2 years ago (when it was a puppy), and was caught in a trap.  They kept it and loved it, but the lady's mother and dad are in their 80s and not doing well.  So they sold their home and moved to VA. to take care of them.  The people that bought the house said they would take care of the Dal., but have decided they don't want it.  It they cannot find it a home, they are going to call the dog catcher.  It is so sad, because the dog (Patch) watches the road all day, for the girl to return. Patch never gets off his chain.  It is really heart breaking.  Do you know anyone that could save it?  Thanks, Nancy

BARBOUR HAS BEEN GIVEN 3 WEEKS TO HELP THESE DOGS UNTIL
the County will start euthanizing. PLEASE lets help these poor animals!! THERE ARE 77 DOGS AND PUPPIES AT BARBOUR - they have room for 25, you can imagine the situation. I am begging for help. The dogs are healthy and have really great temperments. I am bringing them up on Sat. PLease help save their lives!!!

The Barbour shelter van is going from WV to Parsippany, NJ next Saturday - January 8th.   This is a long trip for the driver. 
 
We want to move at least 10 Barbour dogs on this transport.
 
We will be stopping in Hagerstown, Md to meet transporters from the Washington, DC area.
 
Most in need::  The beautiful Walker Hounds - some of them have grown up at the shelter  - so sad.  These dogs make excellant family pets - but are constantly overlooked.  Check out Hilary and Duke.
 
There are 17 dogs that are outside in the freezing cold - would love to get them to a warm place.

Very sweet dog, perfers female dogs to male dogs. His previous home was with cats, but that has been almost a year. He has a medium energy level, but has never been trained to not jump on people. She is so sad because peolpe have passed her up time and again. Skyler is such a wonderful dog. Her only Christmas Wish is to have a home to call her own. She has a lot of energy, but if she gets a quick run, or if you play a game of fetch she wears down easily. Please help my little Skyler find a warm place to call her own this Christmas time. She as been here for a rather long time. Skyler is a Boxer/Redbone X (she has more boxer than redbone in her).

 
On March 18, 2004 a little sad puppy came to us. He is a Catahoula Leopard Dog/Boxer X and he has one blue/white eye and one honey brown. He is the sweetest little darling. He knows how to sit, and he is quite the ladies man. He plays a little too rough for smaller dogs and would be a little too rough for children under 10. His only Christmas Wish this Christmas season is to have a nice little home with a mom and a dad to call his own. Look into his sad little puppy face and tell me there is not a dog you could love for the rest of your life. Please give Ollie a chance to warm your heart as he has mine in the long 9 months he has been here. Answer a homeless dogs plea for a home indoors and out of the snow and bitter cold of the West Virgina mountains.

There is a 2 year old male, brown and white lhasa apso at the
shelter who needs immediate placement due to lack of space. This dog
is heartworm negative, up to date on shots, recently groomed. He
was adopted from the shelter but bit at the owner's mother and two
children. He would do best as a pet for a single person. His time
is extremely limited! Call the shelter at 270-887-4175 or email

friendly; there is no immediate transporation help.

Also, there continues to be many many cats and kittens relinquished
daily and the shelter is putting down many kittens to make space for
daily new arrivals.

in today found in the country. The shelter has many large dogs

The shelter has many dogs living outside and that is not safe for them as some dogs have been stolen before. All inside kennels are filled with at least 3 dogs per kennel, and they are small kennels. They truely need some help.
Brooke Co. does set up transports so if you are interested in a dog, they will get it to you, Brooke County offers spay, neuter programs to rescues ,and they vet their dogs so you will know the health the dog.

RESCUE OR FOSTER NEEDED FOR TWO MONTHS

A young sweetheart of a stray dog was hit by car yesterday.  She has fractured pelvis. Vet recommends 2 months cage rest in order to heal. Doesn't recommend surgery. The rescuer desperately needs help, as she has so many others in need and, no space to crate a big dog for that long.  If anybody can take her for even a couple of weeks while we continue to find more foster care for her, it would be a huge help.  She is from an animal cruelty case. This sweet little boy is full of love and kisses, the one problem he has? He was born without front legs. He is perfectly healthy in every other respect but is virtually unadoptable unless we can find somebody who is not afraid to give their hearts to this special needs little one. Not only does this little man deserve the best home full of love and happiness, but we need help with any information that can lead to getting him special wheels and money to buy them. As it stands now we are having a very hard time making ends meet, but saving this Chihuahua's life is definitely worth it. Notes: VERY URGENT!!! Please help this darling little girl find her forever home!! Poor China was abandoned at a veterinary clinic after she encountered an accident with her pit brother. They supposedly hit head on and when they did she was immediately paralyzed from the waist down. The result was her owner leaving her at the vet clinic, and now she has less than 2 weeks to live!!! One vet is fighting for her life while the other 2 are only giving her 2 weeks. WHAT MAKES IT WORSE is that this girl is in good health otherwise, VERY loving, VERY HAPPY, and a FABULOUS dog!!! She has lots of energy, loves to give kisses, and never once has her handicap slowed her down...she just keeps right on going and loving life!!! TO TOP IT OFF the staff has gathered the funding between donations, and the big heart of one woman who paid the remaining balance, AND SHE HAS A WHEELCHAIR COMING IN ABOUT 10 DAYS!!! She can live a happy life scooting around in her wheelchair and enjoying the world around her!! BUT, even though she has many who love her, who have raised this money so she can live a good life, she STILL only has the 2 weeks to live b/c of the other vets that work there. So PLEASE if you think you can give this girl the devoted love she deserves, please contact our rescue IMMEDIATELY!!!

China will need a home that has the time to spend with her that she needs, whether it be someone who works from home, someone who can take her to work, or someone who simply has extra hours in the day to work with her. Gracie was probably the runt of her litter, a petite black-and-tan beauty with a mighty spirit, which made her all the more attractive to the puppy miller who used her tiny body over and over, litter after litter, to produce smaller, more "appealing" miniature dachshunds to be sold in pet stores. The puppy mill did not consider Gracie's life, health, or well-being EVER. Because puppy mills never do. Puppy mill dogs like Gracie are considered only "vessels," "stock," "property," or "paydays," not the living, breathing, feeling, loving creatures they are.

When this beautiful little dachshund had "an accident" last January and became paralyzed, the puppy mill got rid of her immediately. After all, they didn't need her "services" any longer since she was "down" and unable to make them any more money for them. The people the millers gave her to also denied her any vet care whatsoever for five more months. Finally, Gracie's Almost Home foster mom was able to convince them to release Gracie to rescue.

 

Gracie's medical costs have been extreme, and they are continuing. Her foster mom has done, and will continue to do, everything possible to restore her to complete health. Notes: Betty was brought to our clinic back in June of 2001 for surgery and vaccines. The owner did not have the funds to pay for the operation and so relinquished Betty to us. Betty is a loving animal who at first is a bit leery and prefers women over men. She has a tendency towards dog aggression but as she gets to know the individual and other animals she warms up to each. We suggest a home with no small children or other animals, unless she can be supervised at all times until she feels comfortable in her new surroundings. Betty is very energetic and always ready to go for a walk. She is ok on lead but would need some obedience training. Fire! UPDATE: 11-10-04

Thank you so much for your concern.  My own cat, Peas, was in critical care receiving oxygen and I.V. fluids for four days.  The vets gave up on her the first night, but I'd seen her pull through Feline Distemper and Feline "Rhino" as a kitten when she was first rescued when no vet thought she could either.  To the amazement of everyone, she was released four days later, but she was brain damaged.  It was expected that IF she could learn to walk and be fully cognizant again, it would take as long as a year.  After another week of hospitalization and 24 hour care at a top-rate clinic, she amazed another group of vets and staff when she left one week later with all her proverbial marbles and walking nearly "good as new."  Two weeks later, she's as normal as can be, jumping on the beds, sleeping with her best kitty friend, and doing beautifully.  Three other injured animals also have recovered beautifully, although the chances are that they will suffer from lung cancer, just as someone who worked in a coal mine or a lifetime smoker.  But, for now, they're great.
I have to rebuild my home, replace all the contents, and rebuild our rescue organization.  Unfortunately, we were terribly underinsured and are counting on the kindness of the public to help us.  The vet bills ran over $4,000.00, which we couldn't begin to afford.  But I was determined not to let anyone die because of the cost.  Treatment for smoke inhalation mandates oxygen tanks, which run at around $50.00 an hour here, and the office gave us no break.  So we're hoping the public can help us pay it off.  NO VET BILLS were covered under our policy.
 
Needless to say, I'm grieving terribly over the loss of our kitten, Penny Lane, and my birds.  We've raised around 1/3rd of what we need to raise for the fire related vet bills, and animal supplies are trickling in.
